Restrictions on Access of Student Contact Information (HB1)
Code of Virginia § 23.1-405(C) (known commonly as HB1) prohibits a university from disclosing a student’s email address, physical address or telephone number under the exception in the Family Educational Rights and Privacy Act (FERPA) for directory information or the Virginia Freedom of Information Act (FOIA) (§ 2.2-3700) unless the student has approved the disclosure in writing. However, FERPA permits disclosure of student information without consent among school officials with a legitimate educational interest. Details on FERPA are at https://rar.vcu.edu/records/family-educational-rights-and-privacy-act/. Details about HB1 and its impact on VCU, as well as newly revised “Quick Tips for Fall 2018” are available at the following URL.
For more information, contact Office of Records and Registration at rar@vcu.edu or visit http://go.vcu.edu/hb1.
Access to Student Email Addresses
Students are encouraged to give consent to display their email address to other VCU students by visiting myvcu.edu and activating the “privacy setting” toggle in the box in the upper left corner of the Student Tab. This new feature was created in response to the newly passed Code of Virginia § 23.1-405(C) (HB1), which prohibits a university from disclosing a student’s email address, physical address or telephone number under the exception in the Family Educational Rights and Privacy Act for directory information or the Virginia Freedom of Information Act (§ 2.2-3700) unless the student has approved the disclosure in writing.
